British historian and academic, James D Boys, refutes in a well researched, well written manner. The book offers a definitive defense of President Bill Clinton against the usual stereotyped charges levied over the past decade. Dr. James D. Boys knows his policy documents, and the interworking of the administration.
The point of this book is to show the development of policy on the Clinton presidential campaign and how it was enacted once in office. Therefore a political history of the effort to devise and implement said strategy; including the “administrations commitment to key principles, importance of personality and bureaucratic sensibilities and finally how global events make mockery of well-intended ideas and well-laid plans”. The Clinton administration moved beyond a preponderance of power “to embrace ideas both radical and yet quintessentially American; it placed the free movement of people, capital, and ideas at the heart of foreign policy…” To this endeavor, Clinton’s Grand Strategy, US Foreign Policy in a Post-Cold War World is a success.
The strength of this book is its structure, solid research, and its original hypothesis. Another strength is its frankness.
A difficult question is raised from chapter 6: what happens if the liberal internationalism advocated by Clinton and so important to his Grand Strategy as Boys explains regarding prosperity promotion and the concept of assertive multilateralism in chapter 2 slide into liberal imperialism? In effect, the Wilsonian agenda for international betterment fortified by theoretical justifications for external interventions.
So, was the Clinton strategy grand or simply the best synthesis of American power and the new globalized forces of an emerging multipolar world? As Boys writes the success of the strategy maybe was that “the vast majority of Americans remained blissfully unaware that a new global strategy had been devised" though admittedly the Clinton Administration "was unable to define the era through which it governed".
